I stopped for a paper at the One Stop Shop on Blackburn road and had just time to get my phone and take the picture below.
I have cropped it down a bit because the faces of people were visible.

As I took the photo one local native shouted out in a mocking voice "Tell da Council".

Looks like there is a parking bay and the car is still on the footpath. It's a police issue when the car is causing an obstruction not the council.

Yes Neil, the car is half in a parking bay but the part of the bay where it was half parked says "loading only".

I took the photo when I got back in my car and I was parked in the half which is for any car.
