Might I suggest that the Children are dressed up as market traders of the 2011's, surrounded by local & other produce placed in a style representing a market stall, and can then commence to kick their heels doing nothing, this is to imitate the genuine Market Hall traders forced to come in on a Wednesday.
Any of the group that actually does sell something could then be promised a permanent position as toilet greeter outside the cafe on the balcony.

As you read this, Medallion Man is spending thousands having signs made up stating that unauthorised photographers in the Market Hall will be shot! (an unauthorised photograph is one that doesn't contain him).
