Planning Applications
Well, pursuing my new hobby of viewing the new planning applications every 2 weeks, am often bemused by some of them e.g:-
New play area on Dale Street which appears to be half a football field as they state 'one goal end' Erection of totem pole on Hyndburn Road .. is this some fancy word for vertical advertising pole.?? But the creme de la creme was an application for swimming pool, terrace and fence down White Ash Lane, Oswaldtwistle ?!? Suppose I got to read between the lines and official jargon ... but .....:rofl38: |
re: Planning Applications
Applications even .... :D

Whoops, looks like we are going to lose one of our meeting watering holes, application to change the Shoulder of Mutton from public house to single dwelling unit .. good views for somebody anyway :(
Hope they get rid of that barbed wire fencing ...:D |
re: Planning Applications
Mmm - nice location. You've just reminded me that I never did photograph that totem pole. Must try to remember to do that.

re: Planning Applications
Along with a new building for our station and no parking application from Oak Street, off Blackburn Road going towards Rishton, came across an application to change Vine Mill, Ossy from warehousing to artist studio, gallery, cafe and retail, requested by an organisation named Feelslike.
Looks like we are going to become the new cultural centre of Lancashire folks:- Just follow this link:- Arty Farty |

Parking on both sides of Blackburn Road does narrow it; you have to stop to allow other cars in the opposite direction to get through, however, the application is for no parking 0800 > 1800 hrs Mon>Frid and no restrictions at weekend. Think during the week more of a nightmare than none at all ! Always wondering if you can get up and move your car before 8 a.m. and circling round after work until 6 p.m. Would take over a big part of your life methinks. Anyone else with this problem ? |
re: Planning Applications
oh goody somewhere to go for a change instead of ossymills!!
what they gonna call this brookside mills that place is gonna take a lot to do up what about the other firms inside it,? is that furniture shop moving? |

Thought myself at first would be some sort of competition to Ossy Mills, but seems to be more specialised than that, focusing on artists who wish to show off their paintings and, as well as their online facilities. |
re: Planning Applications
Think the furniture store withdrew from Vine Mill twelve months ago Panther.
This company will be taking up the whole of Vine Mill, and is quite a large project. Nowt terribly exciting this week, Daniel Thwaites applying for smoking/paved areas for two of their pubs. Royal Oak, Ossie and Bay Horse, Bash. Station application registered. Essentials (tile people, King Street) application for part of their building to Cafe ? Getting worried, think I am becoming an Anorak  |

Well, nowt much interesting this period folks, except Gayle, change of use from plastic works to two dwelling houses ... Straits Ossy ... should make that a little more pleasant for you.
Course Asda applying again for changes to car park including bus shelter .. they will get it right some time. Sparth Manor: Creation of window from door opening and open up fireplace in the bar area .. can't quite understand this but sounds, at last, as if they are going to make it a little more drinker friendly... hope so, that pub definitely has potential to be a great watering hole... :D |

Oooo, what am I in for this time?
|
re: Planning Applications
I'm back sadly. :D
Looks like everyone has got over the spend at Christmas and confidence building (sorry re. pun) again to add to their houses with extensions, conservatories, etc. I'm guilty too .. just had new patio door fitted and about to partake on decorations, etc ... must be the sun. One I am insterested in is No. 8 Union Road, Ossy change from kitchen showroom to residence for seven people with mental health problems. No objection to new use .. just that was this Country Kitchens ? and anyone know if they have moved. Just that they supplied the kitchen I have fitted and need a couple of replacement drawers. Good news for Scouts too .. application for 18 new dormitories at Bowley Scout Camp and other facilities, so good to hear this Association is still thriving. |

Asda apllication for petrol pump station .... will they ever make their minds up about that car park ?
If you live on 2 >>> 28, Ripon Road, Ossy .. might get two houses at the back of ya' :o Martholme Farm, Martholme Lane applying for caravan 'storage' .. no 'storage' .. no worries, not residential caravans..:D so might be worth looking them up if you need to store a caravan in the winter. Rest conservatories again .. mmm I'm jealous. |

This term's submissions include:-
Change of use of the former Great Harwood Job Centre to *Police Station* 2 takeaways on Union Road, Ossie, one on Blackburn Road, Accy .. gonna' look more like Rusholme every day. 32 houses plus 6 bungalows on the Great Harwood Footbal site and ex Monroes night club. Change of use from a window/door manufacturers on Cedar Street to Adult Learning Centre for Adults with learning difficulties .. that will be good. Westwood Garage, Rishton .. change to retail ... aaaw loved looking at those cars in that showroom. Wonder what type of corner shop this will be ? |
re: Planning Applications
See Kevin Horkin has applied to change premises 6, Church Street from retail to winebar ! well, that's a change of direction.
Think would be lovely to have a wine bar with more of a continental feel, that sold beverages, snacks too during the day and with a raised/floral decorated type patio to sit out on in the summer .. hope you know the type, have nothing like this in Accy. |
re: Planning Applications
Tesco put in their application for a new store in Great Harwood now. As discussed before, bet yer last penny they will get it, even though 'need' is always the first criteria, and to me there is not a need here. They are bullies though and sure the council will succumb.
Lots of schools seem to be applying for improvements:- Acc. and Rossendale College: Lounge/Games Room. Green Haworth Primary : Extension for Library/IT suite. Mount Pleasant, C-L-M : Pram storage for proposed childrens centre. St Johns, Gt. Harwood: Erection of single storey extension for staff room and enlargement of class room. St Bartholomews, Gt. Harwood: Erection of 2 - storey extension. Gt. Harwood Primary: Demolition of garage and erection of children's centre. All good stuff, eh !! Outline planning permission for Residential Development, Land at West End Works, Norman Street, Ossie. Finally, the erection of the 2-storey dental education centre, Health Centre Church ... eeew .. maybe, for the ones having problems getting on the NHS dental list, perhaps they may need volunteers to practice on ... :D |
re: Planning Applications
That sound very good in deed
|
re: Planning Applications
Two things made me chuckle this time:-
Application for a Botox clinic over dental surgery in Abbey Street. Reminded me of the TV series 'The Chase' if you have been watching it .. I love it.. Vet downstairs, beauty clinic upstairs. Suppose if they are doing collogen injections too will help frame the new teeth you may have acquired at the dentist ! Conversion of a barn to holiday home on Dean Lane, Great Harwood. Holiday home in Great Harwood ! Eeew hek, will we be getting an invasion from the South ? Sounds like they are now looking to knock down the Spring Hill club and build new houses there extending down Lonsdale Street and Pickup Street. |
re: Planning Applications
Not that I'm suspicious like, but HBC have not yet put up any recent Planning Applications. Last ones were dated to end 7/9/07 .. they run in 11 day terms and nowt since then ?
Wonder if there is summat they don't wish us to know about ? |
re: Planning Applications
I'd missed the one about the botox clinic and all these holiday homes. Are we suddenly becoming a tourist attraction?
|
re: Planning Applications
Well, next lot up ... nothing profound.
Someone is wanting to build a buggy racing track, military games and clay pigeon shooting on the former sewage works in Hermitage Street, Rishton. Think we could consider a meet there then ? :D Health club in Laund Mill, Great Harwood. :not_ripe: Application to pull the old Council Yard down in Town Hall Street, Great Harwood for 9 2-bedroomed apartments .. 3 storeys. Finally, Lindsay, looks like Boots are going to get some new signs outside yer shop, and new panels over the door. |

Thought may be easier to put up the link .. (saves you searching through their new web site) ... for this terms applications .. can judge for yourselves.
http://www.hyndburnbc.gov.uk/site/cu...07TO191007.pdf Seems more applications for houses: one off Maple Street, Clayton-le Moors .. more congestion up Whalley Road road now .. or straight into Blackburn Road ? .. that wil be interesting. What was the pub called that was on corner of Hood Street/Maudsley Street then ? Should know, passed it many times when I was little .. just can't remember name ? Anyway, back to dwellings seemingly. |

Ok .. judge for yourselves:-
http://www.hyndburnbc.gov.uk/site/cu...07TO021107.pdf Interesting ones seem to be:- 11/07/0684 ... Residential gypsy site. 11/07/0686 ... Someone buiding a church and community centre.. blimey .. seem to be pulling most of 'em down. Which land is 309 >> 317 Union Road, Ossy ? .. is it that next to the Civic Theatre ? 11/07/0716 . Outline planning for 71 flats, Chapel Street Garage, Abbey Street. Mmmm . another application for central 'town dwellers' .. are they looking to the future maybe and hopeful that regeneration is 'the carrot', and will be the place to live ? |

You're right. It's the site of the old Ossy Co-op. It's been used as a carpark for the past twelve years, and will be sorely missed, once the church builds it's new place of worship. The council were offered the site as a much needed carpark in Ossy, but refused it. |

re: Planning Applications
I can't actually remember who owned the land before hand but I suppose the point is that if HBC wanted to build a parking lot in the centre of Osw they wouldn't need to be 'offered' land, they could just slap a compulsory purchase order on it and buy it.
|
re: Planning Applications
There's a desperate need for parking at the top of Ossy, which will only be made worse when the church reclaim their plot.
The amount of people who park on the zig-zags, outside of the bank, is appalling. An accident waiting to happen. |
re: Planning Applications
There's need for parking at the bottom as well. We've spoken about it many times on here but when there's a big show on at the theatre there's never enough space to park.
|
re: Planning Applications
That residential gypsy site is near the Grane Rd and Belthorn - remember reading that site work had started without permission and local residents were not pleased.

(wouldn't buy a second hand car from them - you know what I mean)
|
re: Planning Applications
See the gypsy camp site has been turned down, according to the Observer, due to the Green Belt factor and the view some people will get, although the decision notice has not yet been posted on the Hyndburn website as yet.
The caravans are now being requested to move. |
re: Planning Applications
What about the new Business/Industrial park that HBC propose, located behind the Redcap pub and down towards Knuzden brook which is the HBC boundary and back towards the motorway. The area is identified on the HBC "master map" but as far as I am aware it has always been farm land. There is not any planning applications lodged yet but I think work has started judging by the JCB's and other items of equipment. The site is on the opposite side to Winsor Ave, and just a little further down if you are travelling down towards Intack traffic lights (Blackburn road). If HBC follow the plan detail, the Business/Industrial park will extend right up the the rear of the Redcap pub. Plan was adopted in November 1996.

Is the presence of lots of industrial machinery in that area due to the Whitebirk roundabout works at the moment rather than anything else ?

The main reason for the petition was the fact that there was to be "No left turn" from the business/industrial park, in other words the traffic could not turn back towards Accrington, hence the petition from the residents of Windsor Ave who feared that Windsor Ave would become a rat run for traffic from the site that wanted to go back in to Accrington. The planning application for the business/industrial site has still to be lodged with HBC, I spoke to Councillor Heyes who at the time indicated that the application would be submitted in the summer, (he failed to say which summer ) |

re: Planning Applications
I see from the recent planning applications that there is a resubmission of the application to build 9 No two and three storey houses on the former Spring Hill Club land at Pickup st/Longsdale st. I am sure that the planning committee refused this applicaion on the grounds that the plan was not suitable. Looks like another complete 'U' turn.
There is also a resubmission for the formation of gate access to land off Stanhill road, the first submission was by Taylor Woodrow Developments ltd, this time its Taylor Whimpy Developments ltd. The Barrett Homes application has also been resubmitted for the Pickle Factory Must all be as a result of this - quote "Last month a Government minister surprised East Lancs councillors when she said there should be no limits on the new homes councils can approve." http://www.hyndburnbc.gov.uk/site/cu...07TO281207.pdf Developer Welcomes Building Regulation (from Lancashire Telegraph) Think some one needs to get a move on with the land off Blackburn road What a mess - The Gateway to Accrington |
re: Planning Applications
This also makes interesting reading, I know its dated march but serves to indicate just how large these companies are.
Taylor Woodrow & Whimpy merger £6billion, will make the new company Taylor Whimpy Developments bigger than Barrett Developments. So why are the two largest house builders developers interested in 1. Barrett - building 59 houses on the pickle factory site 2. Taylor Whimpy - seeking planning permission for gate access to a field off stanhill road. Is the building trade so bad at the moment that these two giants of the building world need these small developments to keep them going, or are they both after a foothold in Hyndburn to become a preferred developer for the land created off Blackburn road. Wimpey and Taylor Woodrow plan merger - Times Online |

Think the resubmissions were something to do with height, however, feel they will get passed eventually after a little 'tweeking'. :D The big one of course this week is the go-ahead to submit plans on the Tesco store in Gt. Harwood and the Co-op extending their premises at the same time. Know they will get, but I was in the Co-op over Christmas and find it more than adequate to feed the people of Gt. Harwood. Shame the council cannot face up to the bullying Tesco. Been a little quiet over Christmas, just one or two small ones that may be of interest:- Dental surgery applications: 1 on Petre Court, Petre Road, Clayton and 2 at 520 Manchester Road. Betting Shop in High Street Rishton. The Oak Tree Inn Blackburn Road: to become Solicitors/Estate Agent. Shop in Park Road: back to a dwelling .. this for Cashy. ATM machines: One outside Spar in Ossie; one on Broadway outside Marks and Spencers. Don't know if you spotted anything else interesting Park ? |
